On 18th July 2013, The Museum of Natural Sciences Constanta signed the grant contract with the Ministry of Regional Development and Public Administration for the project “Delphi” aimed at creating conditions for sustainable tourism development in the border region Romania-Bulgaria 2007-2013.

The project is funded under the Cross Border Cooperation Programme Romania – Bulgaria 2007 – 2013, MIS ETC Code 566, Priority Axis 3 Economic and Social Development – Economic development and social cohesion by identifying and intensifying area’s comparative advantages, Key Area of ​​Intervention 3.1. Support for cross-border business and to promote the image and regional identities.
Net total eligible value of the project was modified by two addendums, one concluded on 09.18.2014 and the second concluded on 06.18.2015, currently representing 1,203,695.45 euros, of which 1,020,974.49 euros, equivalent to 84.82% represents European grant funding.
The project is implemented for a period of 29 months in partnership Romania-Bulgaria consists of Museum of Natural Sciences, Constanta, Romania, as lead partner and the Institute of Marine Resources, Varna, Bulgaria, as a partner in February.
The overall objective of the project is to ensure the necessary conditions for sustainable tourism development in the border region of Constanta, Varna, enhancing the cohesion of the people, communities and economies.
The specific objectives of the partnership are:
Creating conditions for sustainable tourism development in the border region of Constanta-Varna through renovation, modernization and development of Natural Sciences Museum Complex Constanta and Fisheries Resources Institute Varna.
Ensuring the conditions for sustainable economic development in Constanta, Varna region by organizing joint initiatives to diversify and promote tourist services in border area.
Rebuilding tourist and scientific interest world natural heritage of the Black Sea by creating a new type of tourism product based on environmental education and dissemination of scientific information with the objective of actively promoting natural patromoniului and Environmental Protection of the Black Sea by creating the Manual for Eco- educational tourism “Nature teaches you” addressed to institutions, organizations and bodies active in the field of tourism and environmental protection.
By bringing together the knowledge and scientific research with the competencies of staff and existing heritage of the two institutions, Museum of Natural Sciences Constanta and Resources Institute of Fisheries of Varna creates through the “Delphi” a new type of tourism product based on ecological education and the dissemination of scientific information with the objective of promoting the natural heritage of the Black Sea and the environment.
CMSN justification partnership between Constanta and Varna IRP complementary activities comes from institutions, their heritage diversity and complementarity of scientific competencies of staff, and a collaboration of more than 25 years.
Varna IRP holds important family heritage species which until 1970 were present on the Romanian Black Sea coast and which have now disappeared: Sparide, Sciaenidae, comber. Meanwhile, institutions in Bulgaria are very interested in the research on the behavior of dolphins and species found in CMSN heritage that can not be found on the Bulgarian Black Sea coast, such as sturgeon and several species of Gobiidae class.
Also, IPR Varna is the nearest institution on the seacoast that develops research activities in the marine area off the coast of Bulgaria, providing important data on the migration of marine biota in the area of ​​southern Romanian coast of the Black Sea and is the only instutie in Bulgaria, CMSN also has an important tourist and educational component through its Aquarium.
So to be able to provide tourists and citizens of the border region the chance to see and learn at the same time, about the entire marine life and fauna of the Black Sea, with its regional starting from invertebrates and fish that thrive in Varna IRP to conduct marine mammals from CMSN Constanta – the two institutions have decided to join heritages and knowledge in a common tourism package based on ecological education-visit that will include a tour of the two institutions.
Both institutions recorded serious problems in one of the most important areas of their activity – tourism component. Regarding namesakes, the two institutions are in a difficult situation because of technical equipment old and worn that affect their work and heritage. In both cases, the filter system old and obsolete affect life species are recorded in the heritage of the two institutions, leading to premature death more copies and is also the main factor responsible for the poor conditions of presentation due to poor clarity and purities water – specifically determined pollution and trace elements.
Meanwhile, despite the high number of tourists that visit, neither of the two institutions is not able to satisfy the growing demand of visitors so as to present a complete picture of the Black Sea biotic, due to the limited number of species for presentation. Institute of Resources Fisheries – Varna, facilities presentation are very old, with physical damage to the tanks of the aquarium and in the two showrooms, leaving an unfavorable impression on visitors and the consequent decrease in the number of tourists and tickets sold.
Therefore, actions and results of the “Delphi” are designed so as to solve the biggest problems in the existing Dolphin CMSN Constanta and those of the IPR Varna Aquarium:
– Modernization of the filters in the IRP CMSN and Varna;
– Rehabilitation of aquarium tanks and pipework from Varna IRP;
– Upgrading facilities by acquiring presentation presentation boards unoi new glass and an audi-video system at IRP Varna;
– Creating a common ecological tourism package by joining the two heritages of IRP Varna and Constanta CMSN institutions in order to add value to their activities;
– Acquiring a medical analysis laboratory for CMSN Constanta.

The acquisition dolphins in the Dolphinarium in Beijing require attention because they come from an environment where water is prefabricated and this will lead to the weakening of their health, low immunity especially bacterial diseases such as strep insidious developed a clinical picture that is characteristic of many disorders, the reason why a clinician urgently needs a bacteriology laboratory for supervision Periodicals via samples collected, such as throat swabs, blood, feces, urine, state of health or disease, discovering critical moments in real time and being able to take appropriate measures to prevent or counteract the disease.
Dolphins brought from Beijing will be monitored and vaccinated against a disease that affects dolphins in their natural environment (the Black Sea), specifically erysipelas agent ethologically being Erysipelothrix rhusiopathiae, and for the protection of employees and visitors, the dolphins will be subjected to periodic tests to discover whether or not tuberculosis (TB), which is a great zoonosis disease with insidious evolution in humans. Brucellosis and toxoplasmosis also have a great impact on people through their transmission from dolphins to trainers and people who come into contact with them.
Creating a new tourism product will help increase ecological diversity and the number of visitors to improving techniques and facilities for the presentation and will have a positive impact on the development of sustainable tourism in the border area and on the following issues identified in the border area Constanta- Varna:
– Limited cross-border cooperation in tourism – joint initiatives and tourism products;
– Lack of a comprehensive operational strategy for development of tourism in the border region;
– The low level of tourism infrastructure in the border region;
– Insufficient information and fewer promotional campaigns common in the region;
