General presentation:
Having an institutional tradition of over half a century, with a good base material consisting of structural elements with potencies functional autonomous sequential Museum of Natural Sciences in Constantţa constitutes an important milestone in the cultural and scientific city, value emblematic tourist offer of arranged Pontic coast, but also for the Dobrogea area in its entirety.
Institution museum complex of county importance, C.M.S.N. – Constance is functionally subordinated to the County Council.
Having a multidisciplinary structure and consequently plurifuncţională, constituent institution has the following sections: Aquarium, Dolphinarium, microreserve Exhibition of exotic birds and decor, Planetarium – astronomical observatory.
The historical evolution of the institution and its development in stages led operation in two different locations: Aquarium located on Avenue. Elizabeth no. 1 (seafront Casino) and location of Boulevard. Mamaia nr. 255 which brings together other departments in an establishment that has a generous space, including a park with dendrological value. Each of the sequential structure is characterized by a history of their development through specific facilities, a heritage museum well defined, with specialized staff given domain, but all united around the common goal of operating as educational institution and research in the field of natural sciences . In the central basin with a capacity of 30 m3, is stationed a unique collection of marine sturgeon (beluga, sturgeon, sterlet), with copies to 18-20 years in captivity.

From a technical standpoint section requires a significant number of upgrades on the supply of sea water, purification of these waters, including keeping them at an optimum thermal excursions in summer with hot temperatures.
To this end they undertook a series of studies in cooperation with Constanta Maritime University, asked support and have obtained the necessary documentation on the systems closed circuit, water for equipment aquaculture – fish tanks, in collaboration with University of Timisoara Faculty Fisheries – Aquaculture and similar faculty of the University of the Lower Danube – Galati, all made in the years 2010-2011.
Similarly, during a working visit, between 21-30.06.2011, Atlant NIRO / Kaliningrad – Russian Federation, CMSN visit by the scientific director and curator of the section Aquarium, requested and obtained information visit based aquaculture marine institute. On this occasion it was aware of the advantages of closed circulation system with treatment plant, aeration and maintaining optimal thermal system used in the directed growth of salmonids / Pleuronectidelor.
Higher education staff is engaged in internal research projects, aiming in
good use of the fund specific biological, own, including raising the level of professional training.
In 2011 one of the two curators has defended his doctoral thesis on issues the aquarium and the second was assured of obtaining an internship period at Atlant NIRO / Kaliningrad. The last of action is based on bilateral Convention, 5 years, concluded between the two institutions: the internship was held in May 2012 in accordance with
agreements between partners.
Taking into account the provisions of the Convention established between CMSN – Constanta and Atlant NIRO / Kaliningrad – Russia, the agreed minutes of additional work completed during the visit, the Romanian party of 22 – 29.06.2011, Kaliningrad, it was agreed that one the two ships research institute Russian to proceed with the formation of a collection of fish species, naturalized, sector Morocco – Mauritania / Atlantic Central Eastern / FAO34 with determinations of rigor, noting all data provenance of the piece / pieces components .
The collection is carried out and expect the solution to be brought into the country.

Throughout a full annual cycle water temperature is maintained at an optimal 17º – 20º C by using a heat exchange system that uses water coming from one of

Last copy bottlenose dolphins originating from the Black Sea, Mark, died on 02.07.2009, with 23 years in captivity, which confirms the efforts to preserve good habitat conditions in this settlement.
It should be noted that, in 1990, it became clear that the numbers of dolphins in space Dolphinarium Constanta can not be renewed by capturing specimens from nature, from the Black Sea, due to tightening of national environmental legislation, and also changes in ethology Pontic species, characterized by avoiding prolonged contracts with boats – ships in the area.
At the moment, Romania is the country signatory of the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and the adjacent Atlantic / ACCOBAMS – Monaco 1996 agreement ratified by Law no. 91 / 10.05.2000.
This latter act prohibits the capture of dolphins in the national maritime space restrictions strengthened by the provisions of Law no. 23/2008 on fishing in the waters of Romania.
ACCOBAMS provisions were limited, while the possibilities of purchasing dolphins in other maritime countries in the Mediterranean and Northeast Atlantic, generally in the western European Community.
In the year 2008 – 2009 were made demarches on November achiziţionarede possibilities dolphins in Russia, Turkey and even from distant Cuba. In Bulgaria, also a signatory ACCOBAMS, Varna Dolphinarium dolphins were purchased in 2010 in Costa Rica, Western Central Atlantic.
In all cases it is the same species Tursiops truncatus – bottlenose dolphin – the species listed in the Red Book of IUCN acquis and is included in the list of species protected by the Berne Convention / 1979 Bonn / 1979 being taken into account by the Convention relating to trade and trade in animals Sabbath international / CITES – Washington in 1973.

In this regard, with the support of prof. Dr. Adrian BAVARU, viceconsolul Italy and rector of honor of the University “Ovidius”, initiating contact with Mr Tieshan WANG, Consul General of the People’s Republic of China, which at its facilitated and supported the development of a relational system with AQUARIUM – Beijing museum institution willing to support us in the purchase of three (3) copies of dolphin, Tursiops truncatus, one male and two females.
In the first part of 2009 have established a good relationships, scientific cooperation with similar institution and museum in Beijing, oceanariu actually a modern, functional in a continental area, bordering the Pacific Central West.
Using the diplomatic channel, we have discussed the terms of a bilateral agreement in the long term. Romanian side is invited to Beijing to celebrate the 10th anniversary of the founding of China’s capital oceanariului; between 23 – 30.09.2009 a delegation led by Cristian Darie
Vice CJC and made up of lead CMSN travels to Beijing, where a Convention signed bilateral scientific cooperation on five (5) years, including the purchase of 3 copies understanding of bottlenose dolphins – Tursiops truncatus. Relatively fast, between 17 – 23.12.2009, a new Romanian delegation, operational, travels to Beijing for choice

It lay under a preparatory stage in Beijing for a team of 5 (five) coaches / trainers and a veterinarian from CMSN, journey undertaken between 26.03 – 14.05.2010.
An aircraft Airbus 310 -3005, specially equipped, 29 – 30.05.2010, dolphins are transported on the route Beijing – Otopeni – Mihail Kogalniceanu, along with two Romanian specialists, coaches two Chinese and two Japanese professors from Osaka, with great experience in protecting against stress.
Accommodating new dolphins conditions in Constanta is fast, with due trophic learned in Beijing, keeping an optimum thermal water (17 º – 20 ºC) for the duration of a full annual cycle.
For training of service personnel Dolphin, two Chinese coaches are maintained for a two-month internship in Constanta.
Consistent with the Convention bilateral, between 02 – 08.08.2011, a Chinese delegation headed by Director General of Aquaria-of Beijing, Mr. HU Weiyong and with members and Ms. Wang Haiyan, coordinator for international relations and director Mr. department marine mammals, WANG ZHECHEN will pay a working visit to CMSN – Constanta to assess the condition of animals transferred to the Romanian side, by analyzing a possible export partner sea lions, southern Pacific Arctocephalus australis.
In parallel to increased staff training Dolphin, an accurate assessment of the biological status and health of dolphin between 02 – 29.10.2011 Ms. TRISH KAMOLNICK, a noted specialist in San Diego / California – USA, is invited to execute a working meeting with the leadership and support of training,
his staff at the Dolphinarium.
Besides the bottlenose dolphins Tursiops truncatus 3 copies, housed and Constanta Dolphinarium
duplicate sea lion South – American, Otari Byronia. They come from a group of eight (8) copies made at the Dolphinarium in 1995 by a Dutch entrepreneur: – two copies of the consignment after the training were donated CMSN community.
Currently, given their advanced age, over 17 to 18 years, the female of the group died, following a generalized cancer.
Aquarium hosted in its history between the years 1984 – 1994, a copy of seal South – African, Arctocephulus pusillus, coming from Namibia and captured ship Romanian B 419
“Mandra”, including a copy of Cap Penguin, Spheniscus demersus, the last with a shorter life. To seal South – African life period in captivity for 10 years, it was a record,

At the moment, following a visit by the delegation CMSN between 22-29.06.2011,
Zoo – Kaliningrad / Fed. Russian, settled contracts with the leadership of this institution for the purchase of 3:03 juveniles seal the Baltic Halichoerus grypus balticus, one male and two females. Aquarium constitute an important section of CMSN with public impact, with great educational value, good environmental training workshop for the general public.
Higher education staff is engaged in internal research projects, but also in national programs, as cooparticipant in projects financed by MEC, or other structures.
The park complex is an excellent recreational area with walkways and benches placed among trees and plant arrangements, all constituting a mini dendrological garden with native and alien species. Microrezervatiei space has a body of water surrounded by willow and marsh vegetation, ecosystem tittle lacustru.Cu a staff of educated curators, including three doctors of sciences and two PhD students, the Institute conducts educational and training programs the benchmark for undergraduate Constanta, but also for other universities in the country. The curators of this institution also developed, alongside the museum, research programs, communicate and activity through the works published assured them recognition domestically and international.Aceste activities have ensured the participation of institutional or individual specialists at a number of bodies and professional organizations, of which we quote: Romanian Society of Ichthyology; Romanian Ornithological Society; Romanian National Committee of Oceanography; Curator National Association of Naturalists of Romania; Federation of Zoos and Aquariums in Romania; Balkan Environmental Association; European Association Mammal Protection Marine.Pe were developed professional relationships with bilateral cooperation Aquarium of Varna / Bulgaria, the Institute of Zoology in Chisinau / Moldova and Beijing Aquarium / R.P.China; It was promoted to Constanta functioning, besides Museum of Natural Sciences, an International Office for Natural Sciences sponsored by the Balkan Environmental Association (BENA / Thessaloniki). Specialists complex are constantly concerned about increasing and diversifying the patrimony which currently counts over 30,000 exhibits, representing: mollusks, crustaceans, fish, birds and mammals. In this regard we have been established relationships with many similar institutions in Europe, Asia and Africa.
